A High-Level Committee, led by former President of India Ram Nath Kovind, has endorsed the concept of “One Nation One Election” a proposal initiated by the Central government. This proposal suggests conducting elections for both the Lok Sabha and state legislative assemblies concurrently.
In its report, the committee highlighted widespread support for synchronized elections, emphasizing their potential to foster development and strengthen democratic foundations across the nation.
While some Constitutional amendments necessary for implementing ‘One Nation One Election’ would mandate State ratification, the report noted that certain amendments could be enacted by Parliament without requiring States’ consent.
The committee comprised Senior Advocate Harish Salve, Union Home Minister Amit Shah, Congress Leader Adhir Ranjan Chowdhury, former Leader of Opposition Ghulam Nabi Azad, Chairman of the 15th Finance Commission NK Singh, Former Lok Sabha Secretary General Dr. Subhash C. Kashyap, and former Chief Vigilance Commissioner Sanjay Kothari.
Union Minister of State for Law and Justice (independent charge) Arjun Ram Meghwal was a special invitee, while Union Legal Affairs Department Secretary Niten Chandra served as the Committee’s Secretary.
In order to enact the idea of synchronized elections, the Committee has proposed substantial constitutional changes.
The report suggests the addition of Article 324A to facilitate concurrent elections in panchayats and municipalities alongside the general elections for the Lok Sabha and state legislative assemblies.
This proposal necessitates ratification by the States. Furthermore, the report recommends the introduction of a Constitution Amendment Bill in Parliament to amend Article 83 (Duration of Houses of Parliament) and Article 172 (Duration of State Legislatures).
Additionally, it suggests amending Article 325 to facilitate a unified electoral roll and a single elector’s photo identity card, to be prepared by the Election Commission of India in coordination with state election commissions. This unified roll will replace any other electoral roll prepared solely by the Election Commission of India.
According to the report, conducting separate elections imposes significant burdens on the government, businesses, workers, courts, political parties, election candidates, and the broader civil society.
